The Pungsuwon Church which was founded in 1888 by Father Le Merre is the pioneer and pivot of the churches of Gangwon-do Province, This essay has identified some of its features and traced the process of its formation by looking at the historical flows of more than 130 years. The analysis was focused on the pastoral activities of Father Le Merre, his work on the foundation of the Pungsuwon and the work of Father Gyu-ha Jeong in the church settlement and development. Father Gyu-ha Jeong had performed pastoral ministry 47 years in Pungsuwon church from the time of his ordination until his death. The believers who escaped from the persecution of the government of that time came gathered around the Punsuwon Church which become the center of resource in Keeping and returning to their christian faith. From this church, the believers went to the towns and cities and spread the gospel and found new catholic communities, catholic station, in the villages of Gangwon and Gyeonggi province. Nearly forty priests from Pungsuwon diffused the faith and influenced with the testimony all over the country through the history of Pungsuwon. The Pungsuwon Church also put the basis and establish the formation of the earlier Korean priests and their training and process in settling the parish administration among missionaries and becoming the intermediary between in the missionaries and the believers. The solid characteristic of Pungsuwon Church, has not changed from the beginning to the present, its method is the same that operates in establishing basic of the catholic stations(catholic villages). The effort of Father Le Merre helped in rediscovering who was hidden believers, gave them strength in their faith even till martyrdom. Father Le Merre overcame all the difficulties and formed a foundation for church settlement in non Christians society through his charitable works, especially opening the organization called the Sancta Infantia and founding perish schools for Christians and non Christians alike. He provided a situation for believers to be more easily accessible to pastoral administration and to be protected in times of trouble. On this basis, Father Gyu-ha Jeong completed the Pungsuwon area as a whole Catholic world. In other words, the Catholic school became a fertil soil that produced a large number of theological students. The priests who were formed up on that institution became linkmen between the Parish and other regions. He also undertook social welfare projects with the support of women’s group Anna, he established the Eucharistic Congress that secured a central role in the society. He and his protects helped in establishing a large church area using the donations he received from relatives and believers even his own gifts. Thanks to this catholic institution, Christians were able to do all kind of works and activities in the Pungsuwon area, activities that affect positively all the stages and domines of life from birth to death and burial, activities such as health, education and human formation.
