After the Catholic Persecution in 1801, the seed of the parish planted from a forming Catholic Community by the oppressors hidden in the mountain sides. The treaty between Korea and France was signed in 1886 and in effect from 1887. With the result of that, the oppression against the Catholic Church was alleviated. Then, Blanc, Jean Marie Gustave(白圭三, 1844~1890), the Pastor in Vicariate Apostolic of Joseon could establish Poongsoowon Cathedral, the first parish in Ghangwon province, Korea in 1888. On April 26, 1896, Tjyeng kyuha (鄭圭夏, Augustino, 1863 ~ 1943) became the third priest in the ordination was held for the first time in Korea. He was sent to the parish, Poongsoowon and he built the first Western style Cathedral there. It was the first one by the first indigenous pastor and seventh Romanesque style in the nation as well. He did not offer benefits only to believers but also to everyone through school education, medical care and poor relief in the community. After Korea’s liberation from Japanese colonial rule, believers also testified that he supported both unofficail and official independence forces against Japanese invasion. He founded several piety group under the parish, including the St Anna’s has kept the tradition since then. He conducted the Eucharist Exaltation Congress. They celebrate ninety-sixth tradition of the congress on the Solemnity of the Most Holy and Blood of Christ this year as usual with the exception of three years during the Korean War. After he trained six priests, the parish has turned out more than thirty priests and large number of religious. As a result, his work has been a successful model of parish pastoral.
